Negative RT-PCR report must for entering Karnataka from Kerala, Maharashtra
The certificate is mandatory for all passengers coming to Karnataka by flight, bus, train and personal transport, the circular said.
It said the certificate is applicable for all the flights originating from Kerala and Maharashtra. “Airlines shall issue boarding passes only to the passengers carrying RT-PCR negative certificate not older than 72 hours,” it said.
Railway authorities shall be responsible for ensuring that all passengers travelling by trains carry the negative RT-PCR certificates, it said.

COAI warns mobile users against fraud messages, calls relating to KYC
COAI cautioned that mischievous elements are sending fake messages and calling people, threatening to block SIM cards. If the false directives are followed, it can potentially lead to privacy breach or financial or data loss, Cellular Operators’ Association of India (COAI) said.
“The messages and calls falsely claim that the customer’s KYC documents are incomplete, pending or expired. Receivers of such messages are falsely advised to call a particular number or download an app on their phones,” S P Kochhar, Director General of COAI said in a statement.

Bill to amend general insurance law introduced in Lok Sabha
Finance Minister Nirmala Sitharaman said,“What we are trying to do in this is not to privatise. We are bringing some enabling provision so that the Government can bring in public, Indian citizens, and common people’s participation in the general insurance companies.”
As per the statement of objects and reasons of The General Insurance Business (Nationalisation) Amendment Bill, 2021, it seeks to remove the requirement that the central government holds not less than 51 per cent of the equity capital in a specified insurer.
Commission for Air Quality Management in NCR and Adjoining Areas Bill introduced in LS
According to the new Bill, ”the commission may impose and collect environmental compensation from farmers causing air pollution by stubble burning, at such rate and in such manner, as may be prescribed”.
The Statement of Objects and Reasons of the Bill, piloted by Environment Minister Bhupender Yadav, states that it was noticed there is a lack of a permanent, dedicated and participative mechanism adopting a collaborative and participatory approach involving relevant central ministries, state governments, local bodies and other stakeholders to tackle air pollution, in the NCR and adjoining areas.

”While there have been multilateral discussions, including under the framework of International Civil Aviation Organization (ICAO), regarding COVID-19 vaccination certificates, no multilateral arrangements in this regard have been reached so far.”
